Its project manager had been advised by the contracting government entity that a BIPA-registered branch was a mandatory precondition to contract commencement. The company had no local advisors and was working through a Chinese-speaking intermediary who was not familiar with the Namibian regulatory requirements. The commencement date was seven weeks away.
